Cursor is a code editor with its own agent, a CLI and cloud agents, paid from a weekly usage pool in which Claude models cost extra at API list price. Claude Code is Anthropic's agent that you hand tasks to, in a terminal or an IDE extension, on a Claude plan with 5-hour and weekly limits.

## Quick answer #

Cursor vs Claude Code comes down to where the agent lives. Cursor is a code editor with an agent built in, plus a CLI and cloud agents, paid from a weekly usage pool; Claude models in Cursor cost extra, at API list price. Claude Code is Anthropic's agent that you hand goals to, in a terminal or an IDE extension, on a Claude plan with a 5-hour and a weekly limit.

If you write a lot of code by hand and want help as you type, or want GPT, Gemini and Claude in one window, Cursor fits. If you mostly give an agent whole tasks and Claude is the model you want, Claude Code fits, and its Claude plan covers the model use. You can also run Claude Code inside Cursor and keep both.

## Editor with an agent, or an agent you hand goals to #

Cursor starts from the editor. You open files and the agent works beside them. Tab is "Cursor's AI-powered autocomplete" that "suggests code as you type", so help arrives even when you're not asking the agent anything. Review happens in the window you write code in.

Claude Code starts from a task. You run claude in a repository, say what you want done, and it reads the code, edits files and runs commands until the job is finished or it needs you. It has no autocomplete. Anthropic's docs describe it as "an agentic coding tool that reads your codebase, edits files, runs commands, and integrates with your development tools."

The line between them is thinner than the names suggest. Cursor ships a CLI agent, run as agent, with Agent, Plan and Ask modes and a print mode (agent -p) for scripts and CI ([Cursor CLI docs](https://cursor.com/docs/cli/overview)). Claude Code ships a VS Code extension with inline diffs, @-mentions and plan review, and [Anthropic's VS Code page](https://code.claude.com/docs/en/vs-code) carries an install link for Cursor too. There is also a JetBrains plugin and a desktop app.

## Models: many in Cursor, Claude in Claude Code #

Cursor's [models page](https://cursor.com/docs/models-and-pricing) splits them in two. The included pool "covers Grok 4.7, Grok 4.6, Grok 4.5, and Composer 2.5", Composer being Cursor's own model. Claude (Opus 5.5, Sonnet 5.5, Haiku 5.5, Fable 5.1 and older), OpenAI's GPT-5 family and Google's Gemini are third-party: "Third-party models aren't included; on Premium and above you can use them at API list price, paid from prepaid credit." Auto mode on individual plans bills as a Cursor-model request from the weekly pool.

Claude Code runs Claude models only. Its [model settings](https://code.claude.com/docs/en/model-config) take aliases such as opus, sonnet, haiku and fable, with opus[1m] and sonnet[1m] for a 1M-token context window. It can also reach Claude through Amazon Bedrock, Google Cloud's Agent Platform or Microsoft Foundry, and there too it runs Claude models only.

Cursor lets you pick a model per task from several companies. Claude Code gives you one family, and the plan price covers it.

## How each plan counts your use #

Cursor uses a weekly pool. "Every tier includes a pool of AI usage shared across Cursor and Grok." Premium has 4 times Plus's usage, Super 15 times and Ultra 50 times. "Your allowance refreshes weekly", and when it runs out you buy top-offs or wait. Third-party models come out of prepaid credit instead, and Cursor lets you set spending caps. Cursor doesn't publish the pool as a number of tokens or dollars.

Claude uses two clocks. Anthropic's help page says "Both Pro and Max plans have a five-hour session limit and a weekly limit" and that "These limits are shared across Claude and Claude Code." Max 5x and Max 20x give 5 or 20 times Pro's per-session allowance, and Max has a separate weekly limit for Fable. At a limit you can turn on usage credits, move up a plan, wait for the reset, or use a Claude Console account with API credits. Anthropic doesn't publish the allowance in tokens either.

The difference you feel is the clock. A heavy morning in Claude Code can use up a 5-hour window that comes back the same day; a heavy few days in Cursor can use up a pool that comes back once a week. Claude's weekly limit sits on top of the 5-hour one, so a long week can stop you there too. If you're weighing the $200 tiers side by side, [Claude Max vs Cursor Ultra](https://shuriken.sh/compare/claude-max-vs-cursor-ultra) prices them line by line.

## Rules files: .cursor/rules vs CLAUDE.md #

Cursor keeps project rules as .mdc files in .cursor/rules, with description, globs and alwaysApply in the frontmatter deciding when each one applies; a plain .md file in that folder is ignored ([Cursor rules docs](https://cursor.com/docs/rules)). User Rules apply to all your projects, Team Rules come from the dashboard on Team and Enterprise plans, and an AGENTS.md can sit at the root or in any subfolder. The CLI reads the same rules, plus AGENTS.md and CLAUDE.md at the project root.

Claude Code reads CLAUDE.md at the start of every session, and loads a subfolder's CLAUDE.md once it touches a file there. Files in .claude/rules/ with a paths: list load only for matching files, much like Cursor's globs. Since v2.1.277 it reads AGENTS.md when there is no CLAUDE.md or CLAUDE.local.md in your working folder or above it ([memory docs](https://code.claude.com/docs/en/memory)). Anthropic's docs don't list .cursor/rules among the files it loads.

So one AGENTS.md can serve both, as long as you keep it the only instruction file or import it from CLAUDE.md. The three ways to do that, and how Codex and Gemini CLI fit in, are laid out in [AGENTS.md vs CLAUDE.md](https://shuriken.sh/compare/agents-md-vs-claude-md).

Shuriken runs Claude Code, Codex, Gemini CLI and 64 more agents side by side, with your own sign-ins.

## MCP works in both #

Cursor reads MCP servers from .cursor/mcp.json in a project or ~/.cursor/mcp.json for all of them, over stdio, SSE or Streamable HTTP, with OAuth for remote servers that need it ([Cursor MCP docs](https://cursor.com/docs/mcp)). The CLI reads the same mcp.json.

Claude Code adds a remote server with claude mcp add --transport http <name> <url>, keeps project servers in .mcp.json at the repository root, and supports stdio, HTTP and WebSocket; SSE still works but is deprecated ([Claude Code MCP docs](https://code.claude.com/docs/en/mcp)). One detail catches people who copy Cursor's file over: in Claude Code, a JSON entry with a url and no type is an error, because it reads an entry with no type as a stdio server. Add "type": "http". The full move, rules and servers both, is in [switching from Cursor to Claude Code](https://shuriken.sh/guides/switch-from-cursor-to-claude-code).

## Background and cloud agents #

Cursor's [cloud agents](https://cursor.com/docs/cloud-agent) "run in isolated VMs in the cloud with full development environments". You start one from the editor (pick Cloud under the agent input), from cursor.com/agents, the iOS app, Slack, GitHub, Bitbucket, Linear or the API, and in the CLI a message that starts with & goes to the cloud. They need Premium or higher, Teams or Enterprise, and use "a curated selection of models".

Claude Code's [cloud sessions](https://code.claude.com/docs/en/claude-code-on-the-web) run in Anthropic-managed VMs and keep going after you close your laptop. They are available on Pro, Max and Team, and to Enterprise users with the right seats. You start one at claude.ai/code, in the Claude app's Code tab, in the desktop app, or with claude --cloud "task", and pull it back into your terminal with claude --teleport. They clone from GitHub, or upload your local repository as a bundle. Anthropic says a cloud session "counts toward your plan's usage limits alongside the rest of your Claude and Claude Code usage, and there's no separate charge for the cloud VM."

The difference is the bill: Cursor's cloud agents draw on your Cursor usage, Claude's cloud sessions on the same 5-hour and weekly limits as everything else you do with Claude.

## Privacy modes #

Cursor's help page says "Privacy Mode ensures your code is never used for training by Cursor or other AI model providers." You turn it on in Cursor Settings › General. It is on by default for teams, and admins can enforce it; the pages we read don't say what the default is for an individual account, so check yours. With it off, Cursor's [data use page](https://cursor.com/data-use) says your data may be used "to improve our AI features and train our models".

Anthropic's [data usage page](https://code.claude.com/docs/en/data-usage) splits by plan. On Free, Pro and Max you choose whether your data may be used to improve Claude, in your privacy settings; with it on, data is kept for 5 years, with it off, 30 days. On Team, Enterprise and the API, Anthropic "does not train generative models using code or prompts sent to Claude Code under commercial terms".

## Cursor or Claude Code: which should you choose? #

Pick Cursor if you spend the day in an editor and still write much of the code yourself, if you want Tab, if you like trying GPT, Gemini and Claude on the same problem, or if your team wants to hand cloud agents work from Linear. Both take tasks from Slack.

Pick Claude Code if you mostly delegate whole tasks, or if Claude is your model and you'd rather the plan price cover it. Over SSH, in tmux or in CI, both can work: Claude Code was a terminal tool first, and Cursor's agent CLI runs there too.

For a large codebase, neither has a switch that settles it. What helps in both is the setup you control: rules scoped to folders (globs in Cursor, paths: in Claude Code), instruction files in subfolders, and in Claude Code the 1M-token context aliases when a task needs that much in view.

## Pricing #

As read on 24 October 2026, in US dollars a month:

| Cursor | Claude |
| --- | --- |
| Free, $0, limited agent requests | Free, $0, no Claude Code |
| Plus, $8, Grok models only | Pro, $20 ($17 a month billed yearly), Claude Code included |
| Premium, $30, 4x Plus, cloud agents, third-party models at API price | Max 5x, $100 |
| Super, $100, 15x Plus | Max 20x, $200 |
| Ultra, $200, 50x Plus | |
| Teams, from $30 per user | Team and Enterprise plans |

The two columns don't buy the same thing. A Cursor plan pays for the editor and a pool of Grok and Cursor models; Claude in Cursor costs extra. A Claude plan pays for Claude, in Claude Code and in Claude chat, with no editor.

## Using them together #

Two ways to run Claude Code inside Cursor:

- Open Cursor's integrated terminal and run claude.
- Install the Claude Code extension from the "Install for Cursor" link in Anthropic's docs, then open it from the Command Palette.

Either way, Claude Code signs in with your Claude account, so it uses your Claude plan and leaves Cursor's pool alone. Cursor stays your editor and Tab keeps working; Claude Code takes the tasks.

Shuriken is a harness that runs coding agents on your own computers and servers, and both Claude Code and Cursor's CLI agent are among its 67 agents. One project can hold a Claude Code chat next to a Cursor chat, each with the sign-in you already have and each on its own branch in its own git worktree. When a chat is done, Open in › Cursor in the desktop app opens that chat's worktree, or a file at its spot, in Cursor. Open in knows 43 editors, terminals and file managers, plus your default app from 5.1, and lists the ones installed on that computer ([the full list](https://shuriken.sh/features/open-anywhere)). Shuriken never bills model usage; each agent runs on your own plans. How Cursor's hosted cloud agents compare with that is on [Shuriken vs Cursor agents](https://shuriken.sh/compare/cursor).

If you pay for both already, [download Shuriken](https://shuriken.sh/download) and run them side by side.

## Frequently asked questions

**Is Claude Code better than Cursor?**

Neither is better at everything, and we publish no benchmark. Claude Code suits work you hand over as whole tasks, on Claude models included in a Claude plan. Cursor suits work where you edit by hand with Tab autocomplete and want several companies' models in one editor.

**Can I use Claude Code inside Cursor?**

Yes. Run claude in Cursor's built-in terminal, or install the Claude Code extension: Anthropic's docs give an install link for Cursor next to the one for VS Code. Either way it signs in with your Claude account and uses your Claude plan, not Cursor's pool.

**Can Cursor use Claude models?**

Yes, on Premium ($30) and above. As read on 24 October 2026, Cursor bills Claude and other third-party models at API list price from prepaid credit; they are not part of the weekly pool. Plus includes Grok models only.

**Cursor Plus or Claude Pro?**

They buy different things. Cursor Plus is $8 a month for a weekly pool of Grok models in Cursor. Claude Pro is $20 a month, or $17 a month billed yearly, and includes Claude Code on Claude models, with a 5-hour and a weekly limit shared with Claude chat.

**Does the Cursor CLI read CLAUDE.md?**

Yes. Cursor's CLI docs say it reads AGENTS.md and CLAUDE.md at the project root, if present, and applies them as rules alongside .cursor/rules. The Cursor rules page for the editor doesn't mention CLAUDE.md.
